Ako Bicol solon pushes for creation of Department of Disaster Resilience
Ako Bicol Rep. Elizaldy Co has called for the creation of Department of Disaster Resilience after the NDRRMC recommended the declaration of state of calamity.
Co, chairman of the House committee on appropriations, noted that prolonged state of calamity, especially of the nationwide kind and year-long, depletes the calamity funds of local governments and disaster response funds of national agencies.
“It is in this context that the NDRRMC suggestion of a year-long national state of calamity is surprisingly baffling because the intense Typhoon Paeng damage is quite location-specific and is nowhere near national in scope,” he said.
He also asked the NDRRMC to refrain from “such kind of thought process,” noting that it does not serve the public interest.
“This move of the NDRRMC could also be taken as a sign that the NDRRMC and the OCD may have outlived their usefulness,” the party-list lawmaker added.
He continued: “It is quite apparent that the NDRRMC urgently needs replacement by a Department of Disaster Resilience which the House of Representatives has repeatedly approved but has met strong opposition from other quarters.”
“Now that the country is on its way out of the pandemic, the budget constraints arguments against creating a new department, the DDR, have weakened and bodes well for the smoother and unhampered sailing of the DDR bill through Congress and onwards to the desk of the President.”
