VG Lagman thanks Rosal for initiating executive, legislative agenda formulation


Vice Governor Edcel Grex Lagman has thanked Governor Noel Rosal for initiating the Executive and Legislative Agenda Formulation.

The said 2-day event, by RD Renato Madrideo of DILG Albay Provincial Office and Engr. Millie Bueta of the Provincial Planning and Development Office, was held last week.

“The list of ‘programs, policies, and projects’ being required of the local chief executive will be presented to the Sangguniang Panlalawigan ng Albay (SPA) and will be embodied in what is known as the “Executive Agenda”,” Lagman said

“On the other hand, the Legislative Agenda (LA) is a package of priority policies and legislative measures designed to support development priorities contained in the EA,” he added.

The vice governor explained that the Executive Agenda, to be effectively operationalized and implemented, calls for certain policies and legislative measures from the SPA.

“Without the appropriate legislative/policy support, the EA’s implementation may be stalled and its potential gains for the community reduced,” he said.

“Therefore, the executive and legislative departments of the Provincial Government of Albay (PGA) must coordinate their priorities and ensure that their actions mutually support each other and are directed at a common set of local development priorities,” he continued.

He also bared that the OVG will be establishing a new partnership with the Bicol University College of Law to expand its free legal assistance to every Albayano.

“This is in addition to our present convergence with the Bicol College School of Law. We will also finally fund the ordinance giving additional monthly incentive allowance to all PAO lawyers stationed in Albay. Enough of unfunded mandates and more on expanding the SPA’s oversight function,” he said.
