Albay under Alert Level 2 until Nov. 30
Governor Al Francis C. Bichara issued Executive Order No. 32 declaring the whole Province of Albay under Alert Level No. 2 until the end of the month.
Under Executive Order No. 32 dated November 12, Bichara ordered that intrazonal and interzonal be imposed by all local government units in Albay by observing the health protocols except those areas under granular lockdown.
As issued by the Department of Health regarding Alert 2, the following activities are allowed: meetings, incentives, conferences, exhibitions, parties, wedding receptions, engagement parties, wedding anniversaries, debut and birthday parties, family reunions, bridal or baby showers.
But not allowed under the said category are: casinos, horse racing, cockfighting and operation of cockpits, lottery and betting shops and other gaming establishments.
Also open under Alert Level No. 2 are amusement parks, theme parks, libraries, archives, museum, galleries, exhibits, parks, public gardens, scenic viewpoints or overlooks, cinemas, movie houses, face-to-face but limited, in-person classes for basic education, religious gatherings, necrological services, wakes, interment and funerals for those who cause of death are not of COVID-19 virus, licensure/entrance/qualifying exams, dine-in services of food preparations, barbershops, spas, hair salons, nail spas, fitness studios, gyms and venues, film music and television production, contact sports, funfairs, playgrounds, playroom and kiddie rides, among others.
On transportation, the executive order allowed people movements to and from their destinations provided passengers are fully vaccinated and with a negative antigen test for the unvaccinated or partially vaccinated.
On persons entering Albay, the Philippine National Police manning the border checkpoints will be required to determine whether they are fully vaccinated, unvaccinated or partially vaccinated or symptomatic persons. If symptomatic, they are to be turned over to Rural Health Units or the City/Municipality DRMMC for proper disposition.
All chief executives are likewise enjoined to come up with their own executive orders following this Executive Order issued by Bichara.
