Albay Gov. Bichara places Legazpi, Daraga under GCQ

Albay Governor Al Francis Bichara has placed the City of Legazpi and Municipality of Daraga under under the General Community Quarantine (GCQ).

In his Executive Order 14, Bichara also placed all the other Local Government Units under the Modified General Community Quarantine (MGCQ).

“The placing of the City of Legazpi and the Municipality of Daraga under the General Community Quarantine (GCQ) shall be for a period of fifteen (15) days to take effect immediately upon approval of this Order and become functus officio thereafter,” the order read.

“Notwithstanding the declaration of the General Community Quarantine (GCQ) for a period above-mentioned, the furnishing of a complete and timely report by all the accredited DOH testing centers, Rural Health Units and hospitals within the province to the Provincial Epidemiology and Surveillance Unit (PESU)… shall continue to remain in full force and effect,” it added.

Local Government Units placed under GCQ are directed to observe the following to contain the spread of COVID-19 within their respective territorial jurisdiction:
a. Compliance to the minimum public health standards;
b. Limited movement of persons except in accessing essential goods and services;
c. Any person below 18 years of age, those over sixty-five (65) years of age, those with co-morbidities or other health risk and pregnant women including any persons who resides with them shall remain in their residence at all times except in accessing essential goods and services;
d. All establishments, businesses and offices, public and private, shall be allowed to operate at fifty percent (50%) on-site capacity and fifty percent (50%) work-from-home;
e. All mass gatherings such as but not limited to religious gathering, necrological services and visits to memorial parks including the operation of all tourist destinations are reduce to a maximum of thirty percent (30%) capacity unless declared otherwise by the local chief executive;
f. Curfew may be imposed by the local government units;

On the other hand, all tourist destinations under MGCQ shall be permitted to operate at fifty percent (50%) capacity.

Meanwhile, all testing centers and Rural Health Unit (RHU) shall furnish a timely and complete report including but not limited to the name and address of those tested positive for COVID-19 to the Provincial Epidemiology and Surveillance Unit (PESU).

“All hospitals, public and private, shall report all active COVID-19 cases within their confinement to the local government unit concerned and to the Provincial Epidemiology and Surveillance Unit (PESU),” the order read.

“All persons with antigen positive result shall be brought to designated isolation facilities by the local government unit and be subjected to the mandatory RT-PCR test,” it added.
