Calapan VM Ramirez leads public consultation with tricycle sector on franchise regulation

Calapan City Vice Mayor Gil Ramirez has spearheaded the public consultation together with the tricycle sector regarding the Code on Tricyle Franchising and Regulation.

Present during the consultation were tricycle drivers/operators, members of the Sangguniang Panlungsod, as well as the City Public Safety Department (CPSD) and City Traffic Management Office (CTMO)

“Pinakinggan ng Sangguniang Panlungsod ang lahat ng hinaing ng mga sektor kaugnay sa mga paglabag sa inamyendahang City Ordinance No.5 or An ordinance Enacting the Code on Tricycle Franchising and Regulation in the City of Calapan and Appropriationg Funds Thereof na naaprubahan noong Oktubre 13, 2010 at naamyendahan nitong nakaraang Pebrero 2018,” the city government said.

“Nakasaad sa amyenda ng nasabing ordinansa ang Section 14.2 for violations of Section 13.2 kung saan sa unang paglabag ay may karampatang multang P500.00, ikalawang paglabag ay P1,000.00 plus impounding of unit and one month suspension of tricycle franchise at sa ikatlong paglabag ay ang pagmumulta ng halagang P1,500.00 at rebokasyon ng tricyle franchise,” it added.

Tricycle operators appealed to the council not to cancel their franchise on for the third offense, saying that it would be unfair for operators if their franchise would be revoked due to the violations of their drivers.

“Ipinaliwanag ng mga Pangulo at miyembro ng TODA na lubhang kawawa at di patas kung tatanggalan ng prangkisa ang isang operator ng tricycle na wala naman anilang kinalaman sa ginagawang paglabag ng kanilang driver,” the city said.

“Iminungkahi nilang ang driver na lamang (at hindi ang operator) ang patawan ng kaukulang parusa kabilang ang pagsasawalang bias ng kanilang driver’s licence,” it added.

The city council, meanwhile, took notice of the suggestions and proposals of the sector which could lead to the amendment of the said ordinance.

“Makikipagpulong din ang pangalawang punong lungsod kay Mayor Arnan C. Panaligan kaugnay ng mga kahilingan ng mga opisyal at kasapi ng TODA,” the city said.

Mayor Panaligan sits as the chairman of the Tricycle Franchising Regulatory Board.
