Politiko reminds Comelec: May pera pa kayo!


A Bicolano politiko has turned the Commission on Elections’ (Comelec) attention to a potential fund source that could very well address all of the poll body’s budgetary woes.

During Comelec’s budget hearing at the House of Representatives (HOR), Albay 2nd district Rep. Joey Salceda told Comelec Chairman Andy Bautista that they still had P10 billion worth of unused funds based on Joint Resolution No.1 of the Constitutional Fiscal Autonomy Group (CFAG).

The Joint Resolution states that unexpected year-end balances of the approved appropriations already released to constitutional offices shall remain a valid appropriation and shall continue to be available for expenditures until fully spent.

According to Salceda, the unused amount is more than enough to finance Comelec’s various programs and budgetary deficiencies.

During the budget hearing, Bautista told the House Appropriations panel that Comelec may ask for additional funds for a re-registration of voters next year for the proposed 2017 Barangay and Sangguniang Kabataan (SK) polls.

CFAG is the collective name of constitutional bodies that enjoy fiscal autonomy granted by the 1987 Constitution.
