Edcel Lagman says forced resignations will only make gov’t services worse. Here’s why
Albay Rep. Edcel Lagman has warned about the imminent deterioration of quality of government service as a consequence of the memorandum circular issued by President Rodrigo Duterte on the forced courtesy resignations of officials appointed during the Aquino administration.
In a statement issued Wednesday (August 24), Lagman called Duterte’s MC No. 4 “flawed,” a “class legislation, and “a Sword of Damocles on the bureaucracy.”
The Bicolano lawmaker said the memorandum circular violates the “equal protection clause” in the Constitution because it targets and discriminates against officials in the executive department appointed by previous Presidents, while exempting those chosen by Duterte.
He said the order is also like the proverbial Sword of Damocles hanging over the heads of presidential appointees who now need to resign even without a prior determination of their culpability for corruption.
While MC No. 4 provides that appointive officials shall continue to report for work and perform their normal duties and responsibilities pending action on their courtesy resignations, Lagman said the “inordinate anxiety” of the affected officials will result in efficiency and lack of motivation since they may be separated from the service at anytime.
