With the spike of COVID-19 cases in the National Capital Region (NCR), Governor Al Francis C. Bichara convened all Albay mayors for a virtual meeting to discuss and uniformly finalize the policies on COVID-19.

The meeting focused on the following agenda; how to manage crowds at markets and other establishments and areas/events that are considered super spreader scenarios, enforce existing IATF rules on “mass gatherings,” localized-granular lockdowns, LGUs piloting “face-to-face” learnings, and challenges of LGUs having low vaccination coverage.

The meeting was presided by Provincial Administrator Engr. Vida Ma. Corazon C. Manolo Santiago, the Albay Provincial Emergency Management Office (APSEMO) headed by PGDH Dr. Cedric Daep, Bacacay MDRRMO, PGA consultants ex-Judge Jose Noel Rubio on legal issues, and Daniel Patrick Garcia on media communication.

In the said Mayor’s meeting, presided by Libon Mayor Wilfrido V. Maronilla, thorough deliberations were discussed on the agenda centrally focused on the regulatory travel policies and provisions specifically on the entry of travelers either by land, by air, or by sea to and from the province of Albay, seeking to establish a uniform implementation of regulations on crossing borders/

The mayors agreed that all travelers must be checked at borders, to identify drop-off points in each town through wide public dissemination and to pass a resolution to Bicol Inter-Agency Task Force (BIATF) to seek lowering of antigen cost at PITX to ensure negative traveling passengers.

On other travel restrictions, children 11 years old and below can be allowed to travel provided they must be accompanied by fully vaccinated persons or guardians.

All local government units were asked to be responsible for securing their borders on riding passengers in vans, buses, other transport vehicles entering and exiting Albay province.

The Albay Mayors who attended were from Camalig, Guinobatan, Bacacay, Malilipot, Libon, Manito, Tiwi, Rapu-Rapu, Daraga, Pio Duran, Sto. Domingo, Malinao, Polangui and Tabaco City.
