Former Camarines Sur Rep. Rolando Andaya claims a Japanese citizen wants to be a congressman for Bicolanos

Former Camarines Sur Rep. Rolando Andaya is calling on residents of the first district to be wary against a congressional candidate.

In a Facebook post, Andaya alleged that this candidate, who he identified as Tsuyoshi Horibata, is running for congressman.

But Andaya said this candidate is not qualified because his passport identifies him as a Japanese citizen.

A foreigner cannot represent Filipinos, he stressed.

Will the Bicolanos allow this? He wants to know.

#AlagangAndaya,” Andaya posted.
