Bicol RDC mulls establishment of permanent evacuation centers
The Regional Development Council (RDC) of Bicol, headed by Albay Governor Al Francis Bichara, has met yesterday to discuss several key issues in the region.
One of the things discussed was the building of permanent evacuation centers, noting that Mayon Volcano has been “erupting consequently every four years.”
Alert Level 4 remains in effect over Mayon Volcano for more than a month now.
RD Ramon Fiel Acede of DepEd Region V said that permanent evacuation centers are needed as “118 schools and 75,000 learners are affected,” when schools are being used as temporary shelters.
“The proposal was considered adequate; however, it is difficult to fulfill. RD Elouisa Pastor of DILG said that there are still factors that should be considered and it includes the lot and the safety of the evacuees. There’s a need of assistance also from the municipalities,” the province said.
Legazpi Mayor Noel Rosal, for his part said, that they have been spending millions to band aid solutions. “Basically, we never learned our lesson, we need to level up”, he said.
“In line with this, not all municipalities have the budget so RDC will act out of it. The concern of Liga ng mga Barangay from Sorsogon has been raised tackling about establishing permanent evacuation centers inside the school which DepEd refuses,” the province said.
LGU’s who want to build the permanent evacuation center were asked proposals to RDC.
“New programs, activities, and projects inclusion in the regional development investment plan was also presented. Proposed budget for projects must be submitted before March 10, 2018. If fail to submit, it will be recognized in year 2020,” said the province.
The Provincial Government of Camarines Norte, Camarines Sur, Sorsogon, Masbate and Catanduanes sent their representatives for the meeting, while 34 out of 60 members of the council attended the meeting.
