Lagman slams ‘inordinate haste’ in Bautista impeachment
Albay first-district Rep. Edcel Lagman assailed the move of the House of Representatives to impeach Commission on Elections chairman Andy Bautista despite the latter’s filing of his resignation effective December 31.
“There is inordinate haste on the part of the Duterte administration to end the tenure of Bautista to enable the President to appoint his chosen Chairman of the Commission on Elections,” he said.
The House voted 137-75 to reverse the committee on justice’ report dismissing the impeachment complaint against Bautista for insufficiency in form.
After the vote, the presiding Speaker ordered the committee to prepare the articles of impeachment to be sent to the Senate for the trial. But Lagman said this is premature as the committee never even deliberated on the sufficiency in substance of the complaint.
“Verily, it is premature to require the Committee on Justice to prepare the Articles of Impeachment considering that there is no determination yet by the Committee on the substance and sufficiency of the compliant,” he said.
Lagman also said any impeachment proceeding against Bautista is unnecessary because the purpose of an impeachment is the ouster of the respondent.
“Such ouster has already been preempted by Bautista’s resignation whose effective date will definitely occur before the termination of the impeachment process both in the House and in the Senate,” he said.
