Walang hustisya: Albay Cong Lagman says P1K budget for CHR unconstitutional

Albay Representative Edcel Lagman called the Congress’ measly budget for the Commission on Human Rights as unconstitutional.

On Tuesday, at least 119 members of the House of Representatives approved a P1,000 budget for 2018 for the CHR.

The CHR asked a budget of P649.484 million for 2018.

“Emasculating and killing the CHR with an annual budget of only P1,000 is unconstitutional because it virtually abolishes a constitutional body or office by legislation,” Lagman, as quoted in an Inquirer news report, said.

Lagman also belied the claims of 1-Sagip Rep. Rodante Marcoleta’s who questioned the constitutionality of the creation of CHR. It was the 1987 Constitution which gave the CHR fiscal autonomy, Lagman said.

According to reports, it was Marcoleta who moved for the P1,000 budget for CHR’s failure to probe violations committed by terrorists.

Lagman rejected the claim saying terrorist attacks are not under the jurisdiction of CHR.

“Emasculating and killing the CHR with an annual budget of only P1,000 is unconstitutional, because it virtually abolishes a constitutional body or office by legislation,” Lagman said. “We cannot abolish a constitutional office by legislation.”

House Speaker Pantaleon Alvarez earlier said in interviews he’d give the CHR zero budget.

The speaker was also quoted in an interview asking the CHR to ask budget from the criminals they wish to protect.
