Pagbigyan na: Lagman says House panel should give Alejano airtime before killing Duterte impeach rap
Albay Rep. Edcel Lagman has urged his colleagues in the justice panel to give Magdalo party-list Rep. Gary Alejano a chance to explain the impeachment complaint he filed against President Rodrigo Duterte before “killing” it.
Lagman, who is part of the so-called independent minority bloc, bluntly told the Philippine Daily Inquirer he has no illusions that the case against Duterte will reach the plenary.
“I think it will survive the form, but I think the supermajority will try to kill it with respect to substance,” Lagman told the Inquirer by phone on Sunday (May 14).
Nevertheless, he said administration allies who will deliberate on the impeachment complaint Monday (May 15) should “give Gary Alejano the chance to be heard by the committee and the public.”
“There is the standard recital of facts constituting the offense,” Lagman said.
Alejano in March filed an impeachment complaint against Duterte accusing him of amassing ill-gotten wealth and being responsible for the deaths of drug suspects.
The lawmaker filed a supplemental complaint alleging that Duterte entered into a lopsided deal with the Chinese regarding Benham Rise.
In the unlikely event that the justice committee decides that the impeachment complaint against Duterte is sufficient in form and substance, Alejano faces another hurdle: getting enough number of votes at the plenary.
One-third of the 292-member chamber should vote to impeach Duterte for the complaint to be transmitted to the Senate for a trial.
